Settling in a dormitory is not an easy task. Take into account the number of available rooms, benefits, the city from which future students came. Those who live further are settled first.
But getting a place in a dorm is only part of the success. You also have to live there so as not to be excluded.
What rules should a student follow in a dormitory?
All rights and obligations of students living in the dormitory are spelled out in the Regulations on the use of the dormitory , which is approved by the rector of ZVO. This document is also agreed with the student government.
According to the regulations, students in the dormitory are obliged to follow the rules of internal regulations, pay for accommodation on time, maintain cleanliness, take care of property, compensate for material damage, and follow safety rules.
In a hostel it is categorically impossible:
- violate the rules of internal regulations of the dormitory;
- to smoke (except for specially designated places), to use narcotic or toxic substances, to be in a state of alcoholic, narcotic or toxic intoxication;
- keep animals;
- independently carry out re-equipment and re-planning of dormitory premises;
- to use electrical appliances not specified in the contract, without the permission of the administration of the dormitory of the educational institution;
- violate the requirements for compliance with the permissible noise level in the room;
- arbitrarily move from one room to another.
On what grounds can a student be expelled from the dormitory?
If a student does not follow the rules of internal regulations, the administration of the ZVO dormitory may make remarks or warnings to him.
In the event of a systematic violation, the student government (OSS) with the administration may consider eviction.
The final decision on the possible expulsion of a student from the dormitory is made by the rector, taking into account the proposals of the OSS and the dormitory administration.
What does the commandant not have the right to do?
Students often talk about cases when commandants force them to make repairs in dormitories (blocks, kitchens) at their own expense, or demand additional payment for a broken window in the hallway or a broken shelf in the reading room, despite the absence of the rector’s order.
Coercion to raise funds for certain needs is illegal. It is the administration of the hostel that is obliged to provide proper living conditions in the rooms, compliance with the relevant sanitary and hygienic norms and rules, as well as current and major repairs of premises and equipment.
The lawyer says that dormitory students also talk about cases of their involvement in duty and cleaning in the common room of the dormitory or the area adjacent to the dormitory.
This is a violation of Articles 19 and 43 of the Constitution of Ukraine.
Involvement of dormitory residents to perform any work may be carried out only with their consent.
Another fairly : common violation of current legislation is the establishment of the so-called “curfew”.
The fact that students have round-the-clock access to the dormitory during their studies is enshrined in the Law of Ukraine “On Higher Education”. And according to the Regulations on the use of the dormitory, it is prohibited to require from them at any time of the day oral or written explanations as to the reasons for their entry or exit from the dormitory.
