Dimensions of the UAE Digital Government Strategy 2025
The United Arab Emirates (UAE) launched the “Digital Government Strategy 2025”, a strategic roadmap aimed at ensuring the sustainability of digital transformation in UAE. The strategy focuses on five key dimensions: people, process, technology, data and infrastructure.
Innovation is one of the main pillars of the strategy, under which the government plans to develop innovative solutions that improve efficiency and productivity while enhancing the quality of life. These initiatives include using artificial intelligence (AI), blockchain, big data analytics, cloud computing, the internet of things (IoT) and 5G networks.
The strategy also focuses on improving citizen experience and promoting transparency and accountability. In addition, it seeks to empower individuals and communities to become active participants in shaping the future of governance and foster collaboration among stakeholders across sectors.
The strategy is based on four principles: openness, proactivity, inclusiveness and partnership.
Openness refers to opening up public sector processes and decision-making to allow greater participation from the public, including those living outside the UAE. This principle also covers providing access to government information and services via the Internet.
Proactive means taking action ahead of citizens’ needs, rather than waiting for them to come knocking. This principle aims to anticipate citizens’ requirements and meet them in advance.
Inclusiveness means providing equal opportunities for all citizens regardless of gender or ethnicity. It also promotes diversity in terms of age, culture and social status.
National Digital Transformation Committee
The National Digital Transformation Committee was established in 2017 as part of the UAE’s efforts to achieve the goals set out in the National Vision 2030. Its mission is to support the implementation of the country’s vision through the adoption of an integrated approach to digital transformation.
The committee consists of representatives from various ministries and agencies, including the Ministry of Finance, the Ministry of Economy, Trade and Planning,
Objectives and priorities
The objectives of the committee are to provide recommendations on the following topics:
- How to ensure the sustainable growth of the economy and society;
- How to promote the use of new technologies and innovations;
- How to enhance the competitiveness of the private sector and reduce its dependence on subsidies;
- How to increase the effectiveness of government institutions and their interaction with citizens;
- How to strengthen the role of civil society organizations and community groups in contributing to national development;
- How to create a safe environment for innovation and entrepreneurship;
- How to build a knowledge-based society by encouraging scientific research and education.
The UAE has made significant progress towards achieving its vision of becoming a global leader in digital transformation. The country has adopted a comprehensive approach to implementing this strategy, which includes developing policies and laws, establishing regulatory frameworks, investing in infrastructure and adopting best practices.
However, there is still much work to be done. For example, the government must continue to invest in human capital and technology, especially in areas such as cybersecurity, artificial intelligence, big data analytics and blockchain.
